Nadaprabhu Kempegowda Layout Site Owner's Residents Welfare Association (R)

Bangalore Development Authority (BDA) made a notification for distribution of 5,000 sites of various dimension to general public in layout formed by them in the name of NADAPRABHU KEMPEGOWDA LAYOUT in the year 2015. During July/August 2016, allotments were announced by BDA. Some of the applicants formed a WhatsApp group to discuss and impart information on the layout. The group organised meetings of the applicants at Bangalore University campus in the month of august2016. The group decided to form a registered association of allottees to take up the issues in the layout and to get the entire basic infrastructure within reasonable and the make the layout inhabitable with all the basic facility. The group discussed about non availability of basic infrastructures in the earlier layout formed by BDA even after more than a decade. The group also called weekly meetings at the university campus to educate the allottees about the layout and issues with BDA

With the above objectives NADAPRABHU KEMPEGOWDA LAYOUT OWNERS RESIDENTS WELFARE ASSOCIATION is registered with registrar of societies Bangalore Urban District with registration number 326/16-17 dated 06-02-2017. Forming of the association welfare even before the sites are full acquired by the members must be a unique in the history of welfare associations The allottees gathered nominated the governing council and following core office bearers.

  • Sri Karunakara Shetty, Vice president
  • Sri Kumaraswamy Hiremath, Secretary
  • Sri Shekar Joint, Secretary
  • Sri Jai Prakhash, Treasurer

After a few months Sri Balakrishna stepped down from president’s post and Karunakara Shetty was co-opted as president.

As a first step to enrol membership and educate the members on the layout weekly meetings were organised at Bangalore university campus and also at Cubbon park. The following issues were identified to be taken up with BDA

  1. Reduction in cost of site and staggered payment
  2. Additional time for payment of allotment money.
  3. Issue of absolute sale deed instead of lease cum sale agreement.
  4. Shifting/closure o of garbage processing units situated at Kannali Village
  5. Immediate development and providing all infr- facilities at layout and to announce time bound program for development
  6. Registration of NPKL project under RERAK as ongoing project
  7. BDA not to make any denotification of land or make any redoing as happened in earlier layouts
  8. To offer contract for one or two reputed contractors instead of small piecemeal contract
  9. To waive interest on late payment of allotment money

To achieve the above objects, association had met several ministers, politicians, officials etc. . Several rounds of meetings are held with commissioners, chairman of BDA. Association also had discussions with politicians like Sri Suresh Kumar, MLA Bangalore Rajaji Nargar,S T Somasekar MLA Yeswanthpur under whose constituency the layout falls.

Our office bearers and members met Sri George then minister for Bangalore development and had detailed discussion with him and then Additional Chief Secretary Urban Development department GOK also participated. Association made a forceful presentation on all the issues identified by us. Sri George gave a very patient hearing and also directed ACS urban development Department to study our demands and put up the matter before him.

Our office bearers also met Chairman and Secretary Real Estate regulatory authority and impressed upon them to direct BDA to register the project as ongoing project and register the same.

All these efforts of the association met with partial success and the results are as follows

  1. BDA has agreed to allow additional 60 days’ time to make payment of allotment money.
  2. BDA registered the project with Real Estate regulatory Authority Karnataka as ongoing project
  3. Awarding infra development contracts to two reputed contractors. Blocks 1 to 4 and part of block 5 to L&T and block 6 to 9 and part of block 5 to HPML.
  4. BDA recommended to GOK for waiver of lease period and execution of absolute sale deed. However, there is no further movement from GOK side and matter rested there.
  5. BDA recommended to GOK for waiver of penalty for delayed payment of allotment money. (however item 4 and 5 are still pending with GOK)
  6. GOK also agreed to use improved technology for garbage process and to minimise foul smell from garbage processing units
    Association is pursuing other pending issues for logical conclusion.

Progress in infra work: Though the contracts are awarded to reputed contractors the progress is very tardy and even after 5 years from awarding contract, the progress is not even 50% of the work is completed. This is mainly on account of not release of funds to contractors and failure of BDA to complete the land acquisition and hand over of entire land for development. After some persuasions BDA has initiated some steps and some work is going on. But the completion of project with all infra and amenities may take another couple of year and hopefully before 2025. This is a very serious concern to the allottees.

Organisational developments

BDA has allotted 10000 sites to public and 9000 sites to land owners whose lands are acquired for layout and 3500 site to Arkavathy Layout site losers on account of denotification and redoing.  So, in all there are more than 23000 allottees, but the actual membership of the association is very small. Some of the members who opted for membership did not renew their membership. It is essential that members of association to bring all the allottee into the association fold, so that common interest of the allottees can be achieved.

Association is having robust operational set-upwith core office bearers consisting of president, vice president. Secretary, joint secretary and treasurer with well defined duties and responsibilities. In the upper layer there is a governing council to advice the office bearers. The affairs of the association are carried out in very transparent and democratic manner. The development and affairs of the association are communicated to members through whatsapp mode. Office bearers and GC members make periodical visits of the layout and update the development to members.

Association has conducted 4 general body meetings and good number of members attended the meeting and participated in the deliberation. Good number of advice and suggestions are also offered by the members. The office bearers and GC members are elected.Our
